Construction License for Hanhikivi 1 Nuclear Power Plant

Before construction of the nuclear power plant can begin, a construction license must be applied for. The Government grants the construction license based on the Ministry of Economic Affairs and Employment’s proposal. Fennovoima has submitted Construction License Application for Hanhikivi 1 Nuclear Power Plant.

After receiving the decision-in-principle, a construction license for the nuclear power plant must be applied for. A prerequisite of the construction license is a favorable safety assessment from the Radiation and Nuclear Safety Authority (STUK). To receive a favorable safety assessment, the applicant must show that the project meets the preconditions for the license provided for by law – i.e. that the plant will be built in such a way that that it can be operated safely.

Fennovoima is the license applicant, and its duty is to submit the plant’s design documents for STUK’s assessment. The plant supplier produces the documentation and adjusts the design to correspond with Finnish safety requirements. These requirements are listed in the Regulatory Guides on nuclear safety and security. The design documentation is submitted in batches for STUK’s assessment. The documentation gives a very detailed description of the plant’s operation and safety aspects. There will be a total of about 50,000 pages of documents submitted for STUK’s assessment.

Before the construction license is received, normal construction can be performed at the nuclear power plant construction site. All the required permits must be applied for and are granted by the municipality and various authorities. Applications for hundreds of different permits will be submitted.
